The two Officers are most reliable and hard-working and many of their statements are correct and I should have liked to be able to recommend that they be allowed to count a part of their previous service in considering what amount of their future increments they should obtain now. It may be pointed out, that neither of the two officers is a young man and it is quite possible that they may not be able to stay in the service up to the last increment.
